In July 2025, the Minister for African Integration and Foreign Affairs of Senegal and the Deputy Minister of Foreign Affairs of the Russian Federation launched the Africa–Russia–Eurasia Trade and Investment Chamber in Dakar.
In an effort to strengthen economic cooperation between the two countries, particularly in the agricultural sector, a delegation of Russian business representatives was received this Saturday in Diamniadio to discuss partnership opportunities within the framework of priority projects of the ministerial department.
“Senegal is a strategic partner for Russia in Africa. Within the MOES platform, we have begun developing concrete projects, including the establishment of a seed fund, the production of organic fertilizers, and the training of Senegalese specialists in Russia. In the near future, we plan to sign agreements that will give new momentum to agricultural cooperation between our countries,” commented Alexander Biryukov.
Discussions primarily focused on:
- seed development, particularly horticultural seeds, as part of a project to fully restore the national seed fund under the leadership of ISRA;
- support for wheat cultivation in Senegal, with promising initiatives already identified in the northern regions of the country;
- the establishment of an organic fertilizer production plant, including the processing of waste from SOGAS;
- the provision of scholarships for Senegalese students to study agriculture in Russia and participate in knowledge exchange programs.
“Key priority projects include the restoration of the national seed capital under the leadership of the Senegalese Institute of Agricultural Research (ISRA), the promotion of wheat cultivation, the establishment of an organic fertilizer plant utilizing SOGAS waste, and scholarship programs for Senegalese students to receive agricultural training in Russia,” emphasized Modou Gueye Seck.
In the coming weeks, the parties are preparing to sign a memorandum of understanding governing the implementation of these areas of cooperation.
